Abstract Policy incoherence is an omnipresent challenge in public administration. Focusing on the joint implementation of European Water Framework Directive and Habitats Directive, we analyze how administrative fragmentation hampers river restoration projects at sub-national level Germany. Across many policy areas, policymakers try to integrate new issues into old processes. This is challenging. Getting net-zero greenhouse gas emissions requires radical change across a broad range of societal sectors; thus, climate integration essential. article develops processual perspective on integration, allowing assessment, classification, and comparison various stages processes, over time. The process can be shaped by differing institutional logics. In study Norwegian agricultural policy, we identify three logics: multifunctional, market failure, socio-technological transition. These portray frames, objectives, instruments, sector involvement as appropriate ways linking concerns policy. Policy integration has become an important principle guiding public policy development. Despite its prominence, we lack comprehensive knowledge of the exact degree and variation across sectors time, mainly due to systematic measurement approaches. We address this shortcoming by (1) developing a novel measure that evaluates intersectorality legal acts (2) assessing development in European Union over four decades (1977–2019) for 16 sectors.
