Abstract
Policy
incoherence
is
an
omnipresent
challenge
in
public
administration.
Focusing
on
the
joint
implementation
of
European
Water
Framework
Directive
and
Habitats
Directive,
we
analyze
how
administrative
fragmentation
hampers
river
restoration
projects
at
sub-national
level
Germany.
By
shifting
analytical
focus
to
institutional
factors,
reveal
barriers
institutional,
processual
individual
levels.
We
find
that
failure
stems
not
only
from
practical
hurdles,
such
as
lack
resources,
information,
or
manpower,
but
also
more
fundamental
flaws
arrangements.
Based
a
multi-stakeholder
consultation,
argue
both
bottom-up
top-down
approaches
can
support
better
coordination
local
mandate
for
implementation.
In
particular,
state-level
planning
help
reduce
costs
short
term.
