Measuring the impact of project portfolio synergy (PPSI) is crucial for making informed decisions to improve strategic realization a portfolio. However, literature has failed measure PPSI effectively from perspective element flow and explore differences in relationships between homogeneous heterogeneous projects. Consequently, this study proposes framework measuring flow. First, based on analyzing synergistic relationship projects, corresponding datum quantity determined according different types forms. Second, degree projects quantified through similarity correlation. Third, dynamic measurement model constructed using System Dynamics solve complex interactive feedback dynamics system. Finally, demonstrated validated by numerical example management Xi'an, Shaanxi Province. The results indicate that can identify key factors generating it. In implementing portfolio, managers must focus sharing integrating newly developed technologies information, thus facilitating generation PPSI. This extends boundary theory contributes focusing elements within portfolios. Additionally, provides an effective tool forecast determine appropriate optimization strategies.

Residents of rural tourism destinations are the core participants in organizing and carrying out activities. Therefore, guiding them to implement pro-environmental behaviors (PEB) daily lives is crucial for promoting ecological civilization construction achieving sustainable tourism. Combining Theory Planned Behavior (TPB) Normative Activation Model (NAM), this study develops a theoretical model driving factors PEB among destination residents by considering moderating effect environmental policies. Empirical analysis conducted using survey data from Sichuan Province, China, explain occurrence path PEBs aspects egoistic altruistic attributes, policy factors. The research results indicate that perceived behavioral control attitudes directly affect intention (PEI) residents, indirectly their PEBs, while subjective norms have no significant impact on PEI. personal activated through pathways "consequence awareness → norms" responsibility attribution norms", which turn PEIs, confirming attributes local residents. In addition, policies positive conversion PEI into PEB, but intervention effects vary across different dimensions.
