Measuring
the
impact
of
project
portfolio
synergy
(PPSI)
is
crucial
for
making
informed
decisions
to
improve
strategic
realization
a
portfolio.
However,
literature
has
failed
measure
PPSI
effectively
from
perspective
element
flow
and
explore
differences
in
relationships
between
homogeneous
heterogeneous
projects.
Consequently,
this
study
proposes
framework
measuring
flow.
First,
based
on
analyzing
synergistic
relationship
projects,
corresponding

quantified
through
similarity
correlation.
Third,
dynamic
measurement
model
constructed
using
System
Dynamics

complex
interactive
feedback

system.
Finally,
demonstrated
validated

numerical
example

Shaanxi
Province.
The
results
indicate
that
can
identify
key
factors
generating
it.
In
implementing
portfolio,
managers
must
focus
sharing
integrating
newly
developed
technologies
information,
thus
facilitating
generation
PPSI.
This
extends
boundary
theory
contributes
focusing
elements
within
portfolios.
Additionally,

an
effective
tool

optimization
strategies.
