This note is to give the theoretical analysis for selection of interconnections maximize diffusion speed on interconnected networks where two layers are directed. The second smallest eigenvalue (in terms real part) supra-Laplacian matrix considered as a metric. Based perturbation theory, we derive first-order approximation eigenvalue, resulting in scoring inter-layer edges. We propose an algorithm selecting connector nodes and verify its effectiveness through simulation examples.

Abstract Virtual water transfer is considered as an important pathway to alleviate shortage in arid regions due limited resources and unbalanced distribution.
