Although cloud computing offers many benefits, such as flexibility, scalability, and profitability, some small medium enterprises (SMEs) are still unable to fully utilize resources, memory, power, storage, network bandwidth. This reduces their productivity increases expenses. Therefore, the central objective of this paper was examine key challenges related allocation resources in enterprises. The method used for study is based upon qualitative research using 12 interviews with owners, managers, experts four countries: United States America, Kingdom, India, Pakistan. Our results, on our empirical data, show 11 barriers resource that classified technology, organization, environment (TOE) framework. Theoretically, contributes body knowledge concerning technology valuable understanding approaches employed by (SMEs). In practice, useful aid SMEs implementing successful sustainable strategies allocating resources.

Conventional classification method has good performance when applied to small datasets; however, their applicability unknown data sets is weak. To serve education information services in the cloud computing (CC) environment, this study presented a cross-source model based on technology.
