Nature-Based Solutions (NbS) and ecosystem restoration are often conflated, but cannot be assumed to identical. Understanding choosing between different framings is important. Rural areas face profound challenges in transitioning towards sustainability. Intensive agriculture is deeply implicated high greenhouse gas emissions, biodiversity decline and water pollution. As a more socio-economically heterogenous rural Europe emerges with greater non-farming component, changes such as in-migration tourism some can also be seen to compromise sustainability, an ageing declining population others. Abstract Collaborative governance is an emerging phenomenon through which governments nowadays are seeking to address today's societal challenges. Oftentimes, this requires assume different roles and responsibilities. To unpack multidimensionality, study establishes integrative framework distinguishing between a leading, linking leveraging role, accounting for institutional actor‐level aspects. We clarify the analytical leverage of plausibility probe comparing two collaborative processes in Canada Netherlands, focused on national climate policy processes. Our findings underscore value our framework, shed light how political drivers shape across systems, their abilities face politicization.
