By utilizing the properties of quantum mechanics, computers have potential to factor a key pair large prime number and break some core cryptographic primitives that most information infrastructures depend on. This means today's widely used algorithms can soon become unsafe need be modified with quantum-safe (QS) cryptography. While much work is still needed in developing QS algorithms, institutional, organizational, policy aspects transitioning current received less attention. paper provides an empirical analysis transition challenges recommendations for moving situation. We analyzed data collected through interviews experts practitioners from Dutch government. The results reveal organizational transitions are interconnected, solutions scattered. Consequently, organizations may face Catch-22 loop without further actionable approaches planning transitions.
