The European Green Deal aims at decarbonizing the Union's economies by 2050. Like many forms of deprivation, fuel (or energy) poverty has been shown to concentrate spatially. However, there limited examination its spatio-temporal dynamics, notwithstanding the evidence that prolonged periods without sufficient energy services in home exacerbate negative welfare impacts. To better understand these we evaluate how distribution relatively high levels have changed over time across Local Authorities England, based on government small area estimates. Common trajectories estimates between 2010 and 2019 are identified using quantitative methods, specifically sequence cluster analysis. Relative affluence relative deprivation revealed be spatially persistent temporally entrenched. We use findings assess targeting UK's efficiency obligation, Energy Company Obligation (ECO). obligations become increasingly popular internationally last ten years as market-based policy instruments for addressing environmental social goals. Abstract Energy efficiency in buildings has a central role to play reaching the climate neutrality goal set by European Green Deal.
