Purpose
This
study
aims
to
enhance
urban
community
resilience
from
the
perspective
of
social
networks
in
mitigating
disaster
impacts.
It
addresses
critical
gap
systematic
quantifying
resilience,

a

interactions
within
communities.

As
a
vital
part
of
smart
city
development,
community
development
is
in
full
swing,
aiming
to
improve
residents’
sense
safety
(RSS).
Most
research
focuses
on
the
technological
innovation
and
infrastructure
construction
communities;
few
studies
have
evaluated
from
perspective
RSS.
Thus,
this
paper
aims
propose
system
evaluation
indicators
for
assessing
RSS
development.
After
relevant
were
identified,
an
method
was
proposed
using
CRITIC-FCE
approach.
To
validate
feasibility
method,
31
communities
China
selected
study.
The
results
showed
following:

weight
‘cultural
activities
elderly’,
while
‘overall
design’
had
lowest
weight,
highlighting

services
enhancing

Smart
community
construction
(SCC)
is
pivotal
for
urban
modernization,
yet
extant
research
often
neglects
the
residents’
perceptions
of
these
initiatives,
focusing
predominantly
on
technological
advancements.
A
hybrid
evaluation
method
integrating
Entropy
Weight
Method
(EWM)
and
PROMETHEE
II
was
developed
to
quantify
SCC.
Through
literature
review
expert
interview,
indicators
SCC
were
identified,
leading
development

indicator
system
consisting

dimensions

indicators.

EWM
then

five
communities
in
Shenzhen
