Purpose
The
shortcomings
in
multiorganizational
collaboration
and
coordination
disasters
necessitate
a
resilience
network
to
facilitate
all
parties’
involvement
which
is
the
aim
of
this
study.
Design/methodology/approach
This
study
began
with
comparative
review
disaster
management
networks
ten
countries
identify
responsible
entities
their
functions.

country
for
designing
public–private
partnerships
were
benchmarked.

governments
typically
assume
responsibility
councils,
workgroups,
etc.,

four
inter-organizational
groups
at
national,
state,
county,
city/town
local
levels,
predefined
roles,
responsibilities

Abstract
This
study
investigated
the
crucial
role
of
formulating
and
applying
standard
operating
procedures
(SOPs)
in
context
emergency
planning
response.
The
effective
application
SOPs
during
operations
is
essential
order
to
address
challenges
that
surpass
individual
organizational
capacities.
A
specific
focus
on
fostering
efficient
information
sharing
executing
specified
actions
maximizes
prospect
success.
To
explore
collective
functionality
across
organizations,
we
conducted
a
comprehensive
tabletop
exercise
involving
10
organizations
spanning
tactical,
operational,
strategic
levels.
Our
analysis
identified
six
key
challenges,
primarily
related
structures
for
sharing,
communication
pathways,
complex
integration
common
within
these
diverse
contexts.

into

cross-organizational
scenarios.
