Abstract In some multi-criteria decision-making (MCDM) scenarios, decision makers must address challenges like handling uncertain and incomplete information, managing biases in criteria values, assessing interrelationships among based on their partitioning as per characteristics. To tackle these challenges, a picture fuzzy set (PFS) can be utilized to quantify vague Hamy mean (HM) used consider while the power average (PA) mitigates any kind of biasness. Also, overcome limitations persistence invariantess algebraic operations, Dempster-Shafer theory (DST) is employed. By integrating conventional HM with traditional PA under partitioning, this paper first introduced novel partitioned ( $$PPtHM^q$$ PPtHMq ) operator. Then, operator extended for numbers (PFNs) DST two operators are introduced, which named $$(PFPPtHM^q_{DST})$$ xmlns:mml="http://www.w3.org/1998/Math/MathML">(PFPPtHMDSTq) weighted $$(PFWPPtHM^q_{DST})$$ xmlns:mml="http://www.w3.org/1998/Math/MathML">(PFWPPtHMDSTq) desirable properties. Moreover, operators, new method MCDM PFS environment has been designed. With the advancement of material and spiritual aspects society, alongside improvements in economic, political, technological, educational systems, continuing education for primary secondary school teachers has developed rapidly. Evaluating quality programs is a complex task that falls under category multiple attribute group decision-making (MAGDM). Recently, methods like Exponential TODIM (ExpTODIM) grey relational analysis (GRA) have been used to address such challenges, providing effective tools handling decisions involving criteria. This manuscript proposes novel method, probabilistic linguistic ExpTODIM-GRA (PL-ExpTODIM-GRA) approach, tackle MAGDM problems PLTSs. By combining advantages ExpTODIM GRA, this method provides robust framework evaluating teachers. To validate proposed numerical case study presented, demonstrating its application real-world evaluations teacher programs.
