Challenges related to data integration and interoperability were raised recently under the auspice of Urban Digital Twin (UDT). This new paradigm shows its potential address current city challenges. The United Nations Sustainable Development Goal 11 aims to make cities and human settlements inclusive, safe, resilient sustainable. Smart have been studied extensively as an overarching framework address the needs of increasing urbanisation targets SDG 11. Digital twins artificial intelligence are foundational technologies that enable rapid prototyping, development deployment systems solutions within this smart cities. In paper, we present a novel AI approach for hypervector approximation complex manifolds in high-dimensional datasets data streams such those encountered city settings. This is based on hypervectors, few-shot learning rule single-vector operation collectively maintain low computational complexity. Starting with high-level clusters generated by K-means algorithm, interrogates these Hyperseed algorithm approximates manifold into fine-grained local variations can be tracked anomalies temporal changes. empirically evaluated setting multi-campus tertiary education institution where diverse sensors, buildings people movement collected, analysed processed insights decisions.
