Developing rural public culture is crucial for enhancing spiritual and cultural life, promoting growth, fostering socialist core values. Constructing this service system requires considering both internal external factors, such as environment, population, economic support, social stability. This study focuses on Heilongjiang Province the research area randomly selects 14 natural villages survey targets, collecting data from 2017 to 2021. By employing a coupled coordination degree model, services its three subsystems are analyzed. Under the new normal of China’s development, urban construction has shifted from incremental expansion to optimization existing stock. As focal point stock, old communities have garnered increasingly in-depth research.
