The efficient and sustainable management of forestry resources is crucial in ensuring economic societal sustainability. Chinese government has invested significantly regulations, afforestation, technology to enhance the forest resource efficiency, reduce technological disparities, boost productivity growth. However, success level this undertaking unclear worth exploring. To end, study applied DEA-SBM, meta-frontier analysis, Malmquist index gauge efficiency (FRE), regional heterogeneity (TGR), total factor growth (MI) 31 provinces for a period 2001–2020. Results revealed that average FRE was 0.5430, with potential 45.70%, utilization. Anhui, Tibet, Fujian, Shanghai, Hainan were found be top performers utilization during period. southern region ranked highest, highest TGR 0.915, indicating advanced production technologies. MI score 0.9644, signifying 3.56% decline productivity. Hydropower plays a pivotal role in low-carbon electricity generation, yet many projects are situated regions facing heightened water scarcity risks. This research devised plant-level Water Scarcity Index (HWSI), derived from the ratio of demand for generation to basin-scale available runoff water. We assessed 1736 hydropower plants China baseline year 2018 and projected into future 2025 2060. The results indicate notable increase moderate severe (HWSI >0.05), rising 10% 24–34% national total (430–630 TWh), with peak 2030s–2040s under most pessimistic scenarios. Hotspots risk southwest northern regions, primarily driven by decreased river basin intensified sectoral use, rather than expansion. Efficiently utilizing the energy resources in agriculture sector to produce more agricultural output with minimum environmental degradation is a shared global challenge. The Chinese government has introduced various policies aimed at enhancing efficiency (EE) and total factor productivity (TFEP) while addressing regional technological disparities sector. This study utilized DEA Super-SBM, Meta frontier Analysis, Malmquist-Luenberger index assess efficiency, changes productivity, technology gap ratio (TGR) across 30 provinces mainland China three distinct regions during period from 2000 2020. findings reveal that average EE China's 0.8492, indicating that, on average, there 15.08 % potential for improvement growth within Qinghai (1.5828), Shanghai (1.3716), Hainan (1.3582) are found be top 3 performers highest levels.
