Abstract Civic education is one of the basic contents higher general education. The study uses a hierarchical analysis method, particle swarm optimisation algorithm and genetic to construct evaluation system civic in colleges universities, improves GA-BP model through adaptive mutation entropy value constructs EM-AGA-BP universities. results performance this practice are analysed tested. fit EM-AGABP political universities exceeds 0.90, index paper able reflect situation highest score Z-schools indexes first level construction educational resources (3.81), lowest infrastructure (2.39). highest-scoring second-level indicator Civics Teachers (4.62), lowest-scoring Facilities for Students (1.88). interval on third-level indicators [1.30,4.93]. absolute error distribution college 0~0.07, which significantly better than RBF neural network (0~1.519). predicted 85% samples does not exceed 0.06. superior ideological
