This study analyzed the interactions between efficiency, productivity, and policy of recyclable materials recovery in municipal solid waste (MSW) services Brazil, using data from National Sanitation Information System (SNIS) for 199 MSWs, encompassing a balanced longitudinal panel 2013 to 2022. In this context, employed dynamic slacks-based measure (DSBM) model assess intertemporal efficiency productivity MSWs. is an additive extension traditional envelopment analysis, as it does not focus solely on overall operators. Additionally, multiple correspondence analysis (MCA), independent sample tests, generalized estimating equations (GEE) were utilized identify potential among variables interest. The main contribution lies its considering indirect influence operating expenses carry-over, which impacts continuity across periods. Insights results indicated average 61.9% accumulated loss over period. exhibited negative interaction with both MSW operators performing selective collection technological advancement systems. underscores importance integrating field within circular economy framework fostering recycling initiatives.
