The construction industry has endured high incident rates for many decades. Although multiple safety measures in the form of Safety I- and II-enabled safe systems working (SSoWs) have been implemented, statistics reveal that a significant prevalence incidents prevails worldwide. However, there is limited information available about actual factors are impeding these SSoWs. This study investigates evaluates barriers, bottlenecks challenges (BB&Cs) hinder implementation SSoWs industry. Using scoping review methodology, thorough search articles documenting BB&Cs implementing was carried out using Google Scholar, Scopus, Web Science databases. An initiative model employed categorising BB&C to implement I II, which includes micro- (site), meso- (organisation), macro (environment)-thematic groupings, as guiding framework mapping analysis results. yielded 98 discussed with 54 them specifically related BB&Cs. Emergent results emphasised how scant literature on across site, organisation environment levels. Extensive global research necessary comprehensively understand obstacles II practice first step towards reducing accidents site. Cumulatively, findings suggest should be based removing evaluating they affect performance.
