The fast rates at which urban population is growing coupled with increasing demands expressed within cities have given rise to challenging freight transportation problems. Two-echelon Vehicle Routing Problem (2E-VRP) has been proposed as a scheme tackle city-related To better evaluate its pertinence in large congested city areas, this work addresses version of the 2E-VRP synchronization required among two echelons. Besides, it considers time-dependent travel times both echelons well time windows customers. Other characteristics such open routes second echelon offer degree flexibility on efficiency distribution specially when dealing outsourcing schemes. primary goal minimize number vehicles. Meanwhile, and waiting times, penalties for late deliveries are minimized secondary objective. A two-phase metaheuristic approach solve problem existing benchmarks; new set instances based real information from Bogota, provided by an industrial partner. experiments prove that including utmost importance practical applications.
