The 17 Sustainable Development Goals (SDGs) adopted by the United Nations are at center of global political agenda to eradicate extreme poverty, achieve universal education, promote gender equality and ensure environmental sustainability between others. These goals organised in 169 indicators, which give an accurate perspective on main dimensions related with country sustainable development. To gain insight into relative position involved countries, it is necessary develop a composite index that summarises progress achievement these goals, but considering possible conflicts trade-offs individual SDGs. objective this paper introduce Goal Programming model calculate SDG index, capable overcoming some limitations celebrated approaches such as arithmetic geometric averages. proposed balances two solutions: one calculates consensus reflects majority trend SDGs, another biases estimated towards those SDGs show most discrepancy rest. applied EU-28 shows best performing countries regarding development Austria Luxembourg, while Greece Romania remain worst performers.
