How deep does justice go? Addressing ecological, indigenous, and infrastructural justice through nature-based solutions in New York City

Scholarship
on
Nature-based
Solutions
(NbS)
primarily
focuses
the
potential
for
NbS
to
deliver
multiple
benefits
humans
and
biodiversity
from
networked
natural
systems.
These
approaches,
if
enacted
without
sensitivity
local
contexts
histories,
can
deepen
long
standing
injustices
resulting
destruction
of
complex
self-organizing
ecological
systems,
usurpation
Indigenous
governance
knowledge,
prioritization
technical
managerial
approaches
transforming
nature
into
infrastructure.
Here
we
review,
synthesize,
critically
reflect
existing
scholarship
rise
in
New
York
City,
USA,
inform
environmental
policy
support
just
transformations
urban
To

examine
within
context
social-ecological-technological
system
(SETS)
NYC.
We
organize
our
review
synthesis
around
three
interrelated
concepts
justice:
Ecological,
Environmental,
Infrastructural
Justice.
Ecological
Justice
entails
addressing
harms,
needs,
desired
futures
actors
while
identifying
synergies
with
human
focused
justice
concerns
movements.
Environmental
requires
restoring
systems
knowledge
making
space
a
diversity
social-ecological
practices
marginalized
communities.

historical
ongoing
perpetuated
through
mainstream
infrastructure
design
practice
–
including
which
have
increasingly
turned
towards
NbS.
Without
embedding
these
principles
emergent
agendas

transformations,
they
will
likely
recreate
utilitarian,
anthropocentric,
colonial
modes

development
(TOD)
has
been
widely
encouraged
as
a
strategy
to
limit
urban
sprawl,
increase
density,
enhance
neighborhood
diversity.
Federal
regional
governments
have
increasingly
promoting
such
TOD
in
parallel
with
light
rail
transit
(LRT)
projects
foster
sustainable
transitions.
Little
is
known,
however,
about
the
processes
through
which
municipalities
made
changes
existing
land
use
regulations
achieve
goals.
In
this
article
we
trace
municipal
plans
bylaws
surrounding
CA$7
billion
LRT
Montréal
(Canada)
that
opened
summer
2023,
7
years
after
its
announcement.
Specifically,
analyzed
whether
conformed
recommended
by
metropolitan
government
while
exploring
local
barriers
zoning
reform.

policy
spatial
analysis,

only
limited
number
of
sufficient
bylaw
between
2016
2022
support
aimed
at
implementing
mixed-use
zoning,
