Methods This study employs sample dataset from 2011 2021, utilizing national Industrial Transformation Upgrading Zones (ITUZ) policy interventions 2017 2019 as quasi-natural experiment. Employing difference-in-differences approach, this paper investigates impact underlying mechanisms these policies technology innovation, well their heterogeneity across different urban contexts. Purpose Carbon trading mechanism has been adopted to foster the green transformation of economy on a global scale, but its effectiveness for power industry remains controversial. Given that energy-related greenhouse gas emissions account most all anthropogenic emissions, this paper aims evaluate at plant level support relevant decision-making and design. Design/methodology/approach This constructs novel spatiotemporal data set by matching satellite-based high-resolution (1 × 1 km) CO 2 PM 2.5 emission with accurate geolocation plants. It then applies difference-in-differences model analyse impact carbon reduction in China from 2007 2016. Findings Results suggest induces 2.7% 6.7% plants pilot areas average.
