The transition to renewable energy is a critical pathway for achieving low-carbon development and addressing global climate change problems. Therefore, we expand the conventional province-level balance table urban level, providing refined assessment tool evaluating (RET). This study investigates impact of policy uncertainty (CPU) on RET explores underlying mechanisms. findings reveal that CPU significantly inhibits RET, with this effect being particularly pronounced in non-capital inland cities. mechanisms through which hinders include exacerbating capital labor misallocation suppressing industrial structure upgrading. Furthermore, moderation model indicates high-intensity government supervision low public environmental awareness exacerbate negative RET. We examine the impact of physical climate risks on energy markets in China, distinguishing between traditional and new stock markets, commodity market, utilizing a time-varying parameter vector autoregressive model with stochastic volatility (TVP-SV-VAR).
