Abstract This paper explores the impact of China’s low-carbon pilot policy on air pollution levels. Employing a difference-in-difference approach based propensity score matching, we find that significantly reduced in cities. However, also uncover negative spillover effect, with neighboring cities experiencing increased After controlling for this spillover, policy’s decreases. Heterogeneity analysis reveals effectiveness varies across time and location, more pronounced effects coastal southern regions non-statutory holidays. These findings highlight complexity environmental impacts underscore need comprehensive, regionally tailored approaches to control.
