The scientific selection of photovoltaic (PV) sites is essential for achieving sustainable development renewable energy and ensuring regional ecological security. In western China, extensive land resources coexist with a fragile environment. To this end, we propose PV siting framework based on policy restrictions construction suitability. This paper evaluated the suitability index (CSI) from four dimensions topography, climate, location, ecology proposed typical “PV+” models. Then, Qilian County was selected as case study. results showed following: (1) Qilian, 59.97% (8333.18 km2) area unsuitable due to restrictions, leaving 40.03% (5563.02 available construction. (2) most suitable areas are approximately in southern areas, where there lot common reported under (3) Three distinct models according guidelines local circumstances, including + pastoralism model, mine rehabilitation hydropower model. can be used determine solar farms appropriate well promote energy.
