Farmland use regulation strictly regulates the conversion of agricultural land for other purposes and construction facilities, thereby optimizing pattern in rural areas. However, different measures intensities farmland can affect overall performance green low-carbon development This study utilizes system dynamics modeling simulation to conduct a case based on current data from 10 towns Liyang City, China. The empirical results indicate following: (1) Based comprehensive measurements low carbon performance, City exhibits higher indices south lower north. Towns such as Tianmu Lake, Daibu, Shezhu show relatively high average 0.31, 0.30, 0.28, significantly than towns. (2) Simulation regulation’s impact reveals that Scenario One, involving additional occupying farmland, achieves index only 0.23, scenarios. (3) calculations field surveys, City’s villages are categorized into four types, with largest number being industry-integrated (94 villages). Accordingly, policies designed village types. Therefore, future should be tailored differentiated institutional designs according needs villages. study’s findings provide insights
