Abstract Hilla city, located in Babil Governorate, suffers from high traffic congestion, because it lacks ring roads to solve the problem of internal congestion. Therefore, this study highlights importance helping Three were proposed for city and changes performance are discussed. Each these will connect external connected “60th Street” (the artery city) with each other outside city. Through economic evaluation that was conducted, became clear best route can be chosen is proposal No. 2, as most economical among rings; its total cost amounted approximately 90.5 billion Iraqi dinars. In order investigate impact on level service access time, Vissim program used. It has been shown adding a road contribute reducing congestion by 24%. also noticed 60th Street improved Level (F) (C). Finally, future volumes calculated analyzed year 2030. found worsened one level; shifted (C) (D) Street.

The its performance relies on level stakeholder capability configuration. To reveal optimal configuration interaction between regulators executors, this study constructed utility based post-positivist methodology. By analyzing coordination levels executors according practices constraints green construction, conducted static analysis compare effects marginal value regulators’ input coefficients. Finally, sensitivity uncovers changes in coefficients at different stages construction. results indicate cannot maintained long term; continuous from required for sustained support.
