Retrofitting
construction
equipment
has
been
widely
regarded
as
an
effective
solution
to
the
severe
problem
of
extensive
emissions
from
diesel
engines.
However,
in
Hong
Kong,
limited
efforts
have
dedicated
promoting
retrofitting
despite
adverse
impacts
high-emitting
in-service
on
urban
environment
and
public
health.
Thus,
this
study
proposes
a
strategy-making
framework
based
multi-dimensional
cost-effectiveness
analysis
approach.
First,
units
Kong's
inventory
database

classified
by
identified
predominant
factors
emissions,
including
types,

horsepower,
complied
emission
tiers.
Then,
each
group

PM
using
devices,
namely
oxidation
catalysts
