Recently, many environmental regulations (ER) have been enacted to achieve the agricultural green development goal. After introduction of “Zero Growth Policy (ZGP)”, compound fertilizers kept increasing, albeit three fertilizers—N fertilizer, P and K fertilizer—decreased after launch ZGP. In this case, whether amounts N, P, actually reduced is uncertain ambiguous, effects ZGP are difficult identify. This paper aims measure productivity examine specific on China’s wheat production. Based individual farm household data 14 Provinces from 2010 2022, efficiency production measured decomposed. The empirical results indicate that nutrient-oriented low (0.50) 40% current nutrients can be high being technically efficient. Besides, significantly affect change (NTFPC). Only when growth rates both fertilizer application total contained in different types decreased NTFPC improved pollution reduced. Additionally, improving environment quality enhancing social well-being farmers beneficial increasing NTFPC.
