In order to achieve the goals of carbon neutrality and reduced emissions, China is increasingly focusing on development utilization renewable energy sources. Among these, ocean thermal conversion (OTEC) has advantages small periodic fluctuations large potential reserves, making it an important research field. With “Maritime Silk Road”, Xisha Islands in South Sea will see a growing demand for electricity, providing OTEC this region. This study establishes scientific evaluation model based decision-making frameworks geographic information systems (GISs) multi-criteria (MCDM) methods, specifically analytic hierarchy process (AHP) assigning weights, Technique Order Preference by Similarity Ideal Solution (TOPSIS) reclassify factors, weighted linear combination (WLC) compute suitability index. addition commonly considered factors such as temperature difference marine usage status, innovatively incorporates geological conditions maximum offshore distances cold seawater cost control. <p>The development of a national energy base and modern system in the Beibu Gulf Guangxi requires an innovative system. This study investigates the techno-economic feasibility of a photovoltaic power plant integrated with hydrogen energy storage and dual-fuel reciprocating engine for gas-to-power power-to-gas operations. The system is optimised maximising constant grid supply, minimising CO2 emissions, lowering levelised cost electricity (LCOE) to assess its value in future landscape. Multi-objective optimisation identified configuration hydrogen-fuelled generator offering 10 MW supply minimal emissions (78 kg/MWh), at LCOE $335.52/MWh. comprises 93 PEM electrolyser, 4 compressor, 29 t compressed storage, within limits industry's current or projected capacities. A key highlight engine-based approach ability readily enhance through increased diesel consumption without significantly impacting LCOE, provided stay acceptable sector cap. flexibility surpasses alternative technologies. Further analysis explored potential reductions using global data, bringing values down $138.76/MWh, making it competitive market prices. Sensitivity revealed LCOE's highest sensitivity discount rate, followed by impact from variations fuel prices due configuration. Furthermore, tightening emission do not affect system's performance, except limiting maximum achievable 2050 reliance.
