Abstract Low-carbon policies are essential for facilitating manufacturing industries’ low-carbon transformation and achieving carbon neutrality in China. However, recent studies usually apply proxy variables to quantify policies, while composite indices of policy intensity measured by objectives instruments focus more on the national level. It is deficient direct comprehensive quantification policies. Hence, having extended meaning intensity, this paper constructs a index quantified level, objective instrument via phrase-oriented NLP algorithm text-based prompt learning. This process based inventory we built China’s industries containing 7282 national-, provincial- prefecture-level over 2007–2022. A scientific assessment of the synergistic effect low-carbon city pilot policy in reducing air pollution and carbon emissions is needed to promote peak neutrality. This study applied Spatial Durbin Model-Difference Difference technique investigate emission reduction through implementation policy. The main results are as follows. (1) spatial phenomenon was observed, which there a coexistence urban agglomerations. characteristics “symbiotic” agglomerations were revealed. (2) significantly reduced CO 2 , SO PM 2.5 concentrations, “co-governance” obvious. (3) There clear regional heterogeneity cities. stronger incentive apparent central western cities, resource-based key environmental protection (4) To achieve governance “sharing” situation, transmission mechanism total energy consumption, promotion industrial restructuring, optimization factor endowment structure, continuous improvement transport structure green innovation. Our not only help advance research on emissions, but also can be interest makers China.
