Revealing the linkage between interregional coordination and a green economy is crucial to economic resilience high-quality development capabilities. Although local governments in China are increasingly emphasizing environmental policy coordination, academics have not fully investigated whether it can advance development. This research aims quantify from perspectives of actor tool further investigates its effects, particularly when considering mediating role natural resource endowment. The analysis based on policies related data issued by 284 cities 2003 2022. results indicate that (1) contributes development, which complementary indispensable. (2) It exhibits heterogeneity characteristics stronger promoting effect resource-rich areas, as well spillover gradually weaken with increasing distance. (3) Interregional promotes reducing abundance dependence; however, both mainly play lowering abundance. study offers useful insights for policymakers seeking maximize benefits while utilizing limited resources protecting environment.

Abstract The existing studies of emissions reduction focus mainly on the technical potential and abatement costs while overlooking firms' willingness to pay (WTP) for reduction. Yet WTP is a key parameter in firm's decision carry out maximizing its profits. This paper estimates China's manufacturing industry (CMI) maximum carbon abatement—defined as cumulative product between marginal cost corresponding potential—using large sample from data envelopment analysis model. results show that (a) significantly constrained by an isocost curve at RMB 8.65 million representative CMI firm; (b) varies among sub‐sectors; (c) profitability production scales both positively affect all sub‐sectors, innovation investment has negative effect. suggest technology firms should be below firm. government formulate subsidies or tax relief policies help reduce their costs. Further, division tasks different one hand, ongoing other, clearly distinguished policy bias promote transformation industrial structure.
