Abstract Industrial policy is a crucial instrument employed by the Chinese government to promote high-quality development of enterprises (HQDE). This study leverages quasi-natural experiment formed China's Chain Chief System (CCS) industrial policy, utilizing data from A-share listed companies during 2017–2022 and difference-in-differences method explore relationships among HQDE, business-government relations. Our findings indicate that CCS can significantly promotes with alleviating financing constraints reducing agency costs identified as potential channels. Business-government relations play pivotal role in moderating this positive relationship. Specifically, increases state-owned equity proportions geographical proximity between both enhance promotional effect on HQDE. Furthermore, heterogeneity tests reveal more pronounced enterprises, firms operating high-tech industries, those located regions less unfavorable business environments. As digital mergers and acquisitions (M&As) gain prominence in corporate transformation, understanding their impact on NQPF is essential. Digitization plays a vital role in fostering economic and social development. This study empirically investigates the impact of digitization on urban industrial structures, technological innovation, public service levels, social–ecological resilience. Various approaches, including two-tier stochastic, spatial econometric, panel threshold models, have been employed to analyze data from 287 cities 2008 2023. These are examined through quasi-natural experiment analyzing evolution resilience following China’s promotion national comprehensive pilot zone for big data. The findings as follows. (1) positive effects ecological substantially outweigh negative effects, with an overall increasing trend net effect, albeit significant regional differences. (2) Digitalization exhibits spillover enhancing local while inhibiting improvements neighboring cities.
