Being largest consumer globally, China’s acceleration urban transition will promote sustainable development and pave way for future development. This study examines impact digital divide between cities regarding by using panel data 271 Chinese from 2006 to 2021. We found following results. (1) an inhibitory effect on cities, hindering their towards green low-carbon (2) Further analyses that negative can be effectively mitigated strengthening infrastructure construction, promoting emerging technological innovation, cultivating attracting talent in industry. Climate policy uncertainty (CPU) poses formidable challenges to global sustainable development and corporate strategic planning, while intelligent transformation is emerging as a pivotal enabler of organizational sustainability. Using panel data from Chinese A-share listed companies between 2011 2022, this study investigates the impact climate on transformation. The results indicate that CPU significantly promotes transformation, conclusion remains robust under various sensitivity tests. Government innovation subsidies, enterprise absorption capacity, human capital positively moderate facilitating effect. A heterogeneity analysis reveals effect more pronounced among firms in sci–tech finance pilot zones, regions with high digital financial inclusion, those led by CEOs banking experience. This paper contributes literature examining its role offering actionable strategies for mitigate risks providing insights developing economies leverage smart technologies addressing CPU.
