This study investigates the impact of China’s “Audit Outgoing Officials’ Natural Resource Asset Management” policy on urban environmental pollution. Utilizing a multi-period difference-in-differences (DID) model and panel data from 281 cities between 2011 2020, we find that significantly reduces The mechanism analysis reveals this reduction is primarily achieved through increased penalties, while effect aid not significant. This study incorporated ecological footprint (EF) consumption into a framework to assess well-being. A model and implementation for characterizing regional net well-being were then developed. Using the Guanzhong Plain Urban Agglomeration (GPUA) as case study, land use data from 2000 2020 utilized calculate ecosystem service value (ESV), representing supply side of functions. ABSTRACT The market‐oriented trading of resource and environmental elements is a key mechanism for optimizing the efficiency rights allocation. This study, based on technology–organization–environment (TOE) framework, selects 30 element platforms in China as research sample. Using fuzzy‐set qualitative comparative analysis method, we explore effective path combination driving trading. results reveal five paths that can achieve high‐level trading, which be classified into three types: technology–organization, organization–environment, rule‐based. Organizational regulatory factors play an indispensable role, regardless type. conclusion this study provides useful reference incentivizing transactions, helping improve market operation interests.
