Abstract This study quantifies the levelized cost of hydrogen (LCOH) and life cycle carbon emissions (LCCE) four production systems via water electrolysis in 31 provinces regions China through optimization method, compares with coal, natural gas, industry by-products. The results show that grid-connected system electrolysis, which has low-carbon advantages only specific provinces, time-of-use electricity prices can improve its economic competitiveness. off-grid achieve near-zero emissions, although significant investment is brought by configuring larger capacities for energy storage tank. In 2045–2050, it will become most economical pathway to produce hydrogen, certain reduction incentives or subsidy may enable this happen 5–15 years earlier. Before then, by-products a good alternative development energy.
