For a sustainable landscape of local economies, many researchers have emphasized the importance field-oriented differentiation in government policies. This study evaluates performance policies transition carbon-zero economy. Using general non-radial directional distance function (GNDDF), we found that Gyeongsang Province demonstrated enhanced environmental total factor productivity (TFP) project, whereas Seoul metropolitan area lagged behind due lack governance. Our research investigated whether the carbon emissions trading pilot policy (CET), while mitigating environmental pollution externalities and fostering green economic social transformation, can also enhance China’s new quality productivity (NQP) as a key driver of growth. This study addresses gap by examining CET from an integrated perspective development protection. We have developed NQP evaluation indicator system based on three factors, revealing that elevate levels in provinces through advancement finance (GF) industrial structure upgrading (ISU). Furthermore, we analyzed relationship between low-carbon energy consumption (LCEC), demonstrating level LCEC reinforce CET’s positive impact moderate path before after mediating process. findings offer valuable insights into leveraging market-based regulation tools to support development, thereby facilitating its cultivation enhancement.
