Efficient data use for early warnings is a critical component of failure management, which encompasses activities such as vulnerable zone mapping, prediction, warning elements, prevention, planning, and action. This study proposes an protocol (EWP) against highway embankment (HWE) failures constructed on expansive soil, implementing in filed situ/lab testing, instrumentation, geophysical 2D/3D finite element method (FEM) analysis, development machine learning-based predictive models, analysis the slope vulnerability index (SVI) factor. Six referenced HWEs were investigated, instrumented, monitored, considered to measure their evaluative parameters (soil situ, soil properties, factor safety). Drawing upon a comprehensive global database of landslides and utilizing high-resolution IMERG satellite precipitation data, this study investigates the spatial temporal variations landslide occurrences across member states Association Southeast Asian Nations (ASEAN). This constructs region-specific, graded warning system by formulating an average effective intensity–duration (I–D) rainfall threshold curve for each ASEAN member. Examination 1747 events spanning from 2006 to 2018 illustrates significant association between frequency in regions latitudinal movement local bands. Incidences hit their lowest March April, while surge is observed October January, correlating with highest mortality rates. Geographical hotspots activity, characterized substantial annual constrained landmasses, include Philippine archipelago, Indonesia’s Java Island, Malay Peninsula, experiencing over 2.5 annually. To address this issue, new parameter-free extraction algorithm that integrates terrain factors, called Terrain Factor Parameter-Free Slope Unit Division (TFPF-SU), is introduced.
