The low-carbon city pilot (LCCP) policy represents a pioneering approach to fostering sustainable development. It offers scientific framework reconcile the relationship between economic growth, resource utilization, and environmental protection. This study measures urban ecological efficiency (UEE) through non-radial directional distance function (NDDF) model using panel data of 284 cities in China, from 2007 2021, analyzes impact LCCP on UEE, adopting multi-period difference-in-differences (DID) model. results baseline regression indicate that exhibit an average is approximately 3.0% higher than observed non-pilot cities, which pass both parallel trend test robustness test. Mechanism analysis reveals industrial upgrading energy consumption reduction are primary pathways enhances UEE. In addition, effects particularly significant improving UEE non-resource-based large eastern region. Finally, spatial spillover demonstrated by can effectively inform neighboring strategies enhance their research findings provide invaluable insight direction for China’s efforts development sustainability.

Climate change threatens human survival and development. Cities, as the main gathering places for production life, serve focal points implementation of policies related to energy efficiency, transition, environmental protection. This study constructs an index system evaluation carbon-neutral cities from perspectives carbon sources sinks. The includes thirteen indicators under six dimensions. It combines objective subjective data (i.e., statistical expert evaluations) by integrating two approaches: fuzzy analytic hierarchy process (fuzzy AHP) vise kriterijumska optimizacija i kompromisno resenje with hesitant sets (HFS-VIKOR). We verify efficacy proposed approach through a case low-carbon pilot in China. results indicate that among these cities, Shenzhen performs best, followed Guangzhou Hangzhou, while Kunming, Baoding, Tianjin show poor performance terms neutrality. Kunming Baoding exhibit shortcomings mainly sources, faces deficiencies both Sensitivity analysis comparative availability effectiveness method. radar chart further highlights improvement directions each city achieve
