Purpose This paper aims to address the need adopt circular economy models in urban development and infrastructure of Gulf Cooperation Council (GCC) countries – Bahrain, Kuwait, Oman, Qatar, UAE Saudi Arabia. Achieving the net zero emissions target that was set in Paris Agreement to mitigate risks of climate change seems increasingly difficult as countries and sectors economy are falling behind expected trajectory. The building construction industry, one main contributors global emissions, has an essential role play toward this aim. Many studies have undertaken on implementing different measures strategies reduce industry’s carbon footprint. These identified many challenges barriers transforming industry.
