How to evaluate the citizens' sense of gain (CSG) is an essential problem in new smart city. To solve problem, this paper investigates a group decision making (GDM) method with probabilistic linguistic preference relations (PLPRs). First, additive consistency PLPR defined by hybrid weighted average (LHWA) operator. The LHWA-based relation extracted from derive priority weights. For GDM environment, combining evaluations and their probability different citizens, i.e, makers (DMs), PLPRs DMs' subsets (DMSes) are formed obtain corresponding similarity divergences proximity DMSes introduced DMSes' Using relative entropy, comprehensive weights generated for ranking alternatives. Thus, proposed validated.
