New terms have proliferated as international focus on forest condition surged because of the role forests play in climate change mitigation and adaptation. From umbrella concepts (e.g., forestation, nature-based solutions, ecosystem restoration) to specific methods landscape restoration, rewilding, assisted migration), nuanced target different beginning conditions (non-forest, harvested, deforested, or degraded forest) desired future (forest cover, self-sustaining systems, ecological integrity). Human well-being may not be a relevant objective. The 2015 reform of state-owned forest regions (SOFRs) in Northeast China required enterprises (SOFEs) to transfer their governmental and social roles local authorities. This transition, however, created fragmented governance within forestry communities due the absence cooperative mechanisms between SOFEs governments. study examines economic effects this fragmentation on explores underlying mechanisms. research combines new institutional economics transaction cost theory develop hypotheses employs empirical analysis using fixed-effects models data from 39 SOFEs, belonging two industry groups 2022, collected through surveys field investigations. findings indicate that has a significant negative impact performance SOFEs. high costs incurred by achieving community co-governance with governments are identified as key mediating mechanism. These lead resource dispersion diminished trust varies based conditions operational scales, clarity geographical management boundaries To mitigate adverse fragmentation, suggests proactive designs reduce costs. offer insights into corporate responsibilities Chinese suggest improvements structures SOFRs China. Additionally, expands application public affairs enhances quantitative enterprises.
