In the context of China’s strategic push toward high-quality development, concept new quality productive forces (NQPF)—which emphasizes technological innovation, green transformation, and digital upgrading—has received a lot attention. However, increasing volatility ambiguity in climate-related policymaking present serious institutional challenge. This study addresses underexplored question how climate policy uncertainty (CPU) affects regional development NQPF China. Unlike traditional productivity, relies on long-term innovation sustainable investment, which are highly sensitive to external signals. Drawing panel data from 30 Chinese provinces between 2013 2021, this paper uses fixed-effects regressions empirically assess influence CPU NQPF. The findings reveal that significantly suppresses NQPF, but effect is mitigated by financial inclusion, carbon market participation, strong local government sustainability performance. provides insight into risks posed economic highlights tools can buffer its negative effects.
