Saudi Arabia has developed initiatives to transform wide street median islands into vibrant linear gardens that enhance city aesthetics, pedestrian safety, and social cohesion. Despite the significance of these spaces, urban designers often focus on physical aspects (Pedestrian Quality Needs) while ignoring ones (Users’ which lead deterioration weakening their capability create a positive user experience. The quality of urban human settlements (UHSs) directly affects the city’s livability and well-being its residents. Scientific monitoring assessment UHSs, their progress toward sustainable development, impacts they experience from rapid urbanization can accelerate implementation United Nations development goals (SDGs) in field settlements. This study focuses on Chenzhou City, an innovation demonstration zone for China’s Sustainable Development Agenda. It develops a evaluation index based SDG 11 (Sustainable Cities Communities), 6 (Clean Water Sanitation), other relevant SDGs, with objectives residential stability, facilitated mobility, safety residents, comfortable environment, low-carbon development. Solutions Network (SDSN) methodology was utilized to assess City 2015 2022, focusing UHS indicators, targets, (SDI) scores. geographic detector techniques were employed investigate impact new UHSs. analysis found following: (1) After established (2019–2022), scores five SDI increased by over 50% compared pre-establishment period (2015–2018), highly significant difference between two periods. Rapid urbanization has posed serious challenges to urban land use, especially in the green and efficient use of land. However, existing research rarely combines new with efficiency (ULGUE), despite its significant importance for promoting regional sustainable development. To fill this gap, study focused on 60 cities middle lower Yellow River (MLYR) integrated various methods such as undesired output super-efficiency SBM model, modified gravity centrality indexes, random forest, geographically temporally weighted regression model.
