Foreign medical personnel are needed to overcome the challenges of a shortage personnel. However, current issue lies in ineffective regulations governing foreign Indonesia, which hinder country's ability enhance its health services. Abstract Turkey pledged net‐zero emissions by 2053 under the Paris Agreement. Istanbul, its largest city, aims to be carbon‐neutral 2050. To accomplish this goal, first step involves identifying and devising reduction plans, with a focus on utilizing natural carbon sinks. This study assessed potential reductions across Istanbul's 39 districts. Greenhouse gas were calculated using Intergovernmental Panel Climate Change guidelines. Despite limited data sink efficacy, practical approach was adopted. According results, Istanbul emitted 58.5 million tons of CO 2 equivalent, varying district in 2022. In 32% come from electricity consumption, 29% heating, transportation, 10% waste disposal. High observed near sites or airports. Carbon sinks reduced 11.5%, only two districts achieving neutrality. Natural processes alone are not enough; urgent strategies needed, prioritizing high‐emission over citywide measures.

Carbon emissions have a negative impact on climate change. Environmental quality is facing significant challenges in the last decades. Eco-environmental helps to assess condition of ecological environment support humans' civilization and development. By using carbon raster datasets remote sensing images, this study explores status (CE), eco-environmental (RSEI), dynamic relationship between both variables Samarinda Metropolitan Area, Indonesia. This uses spatiotemporal approach deepen understanding spatial features CE, RSEI, coupling degree during 2000–2021. The findings show that CE still an increasing trend, concentrating eastern region keeping expanding period. mean RSEI value 0.5830-0.6446, indicates categorized as moderate good. Greenness wetness positive RSEI. There shift environmental degradation from coastal regions inland areas intersect with core cities. CE-RSEI area shows higher been linked recent years.
