Trata-se um estudo teórico-conceitual que, partindo algumas concepções presentes na literatura corrente tema, lançou mão textos clássicos filosofia política para dimensionar significado do cidadania seu uso nas políticas educacionais partir perspectiva teórico-filosófica mais abrangente. Nesse sentido, parte-se pressuposto que ubiquidade das tecnologias digitais comunicação apresenta problemas exigem crítica toda sociedade, em histórica ampliada. Em mundo cada vez organizado economicamente torno algoritmos digitais, acesso às informações todos os cidadãos tornou-se problema central sociedades democráticas. No entanto, demostra garantir informação não suficiente educação democrática nesse contexto. resultado aqui apresentada demonstra ser necessário também, autorreflexão processos manipulação conteúdos indução consumo irrefletido informações.
