Published: March 25, 2024

Sustainable Humanitarian logistics is gaining attention due to increased disasters. It involves various operations support people's survival efforts. Key characteristics include unpredictable demand, sudden large demand volumes, high stakes in delivery timeliness, and limited resources. However, the complexity unpredictability of disaster scenarios necessitate robust adaptable performance measurement models evaluate effectiveness sustainable humanitarian relief (SHRL). This study proposes a novel model for supply chains that integrates Fuzzy Delphi Method (FDM) Decision-Making Trial Evaluation Laboratory (Fuzzy-DEMATEL) method. In this research, using 115 articles focused on chains, crisis management, aid, research identified 25 key indicators (KPIs) initial phase. Following implementation FDM, 19 KPIs were as crucial further analysis. These then divided into four distinct categories: "Quality," "Accountability," "Operational Excellence," "Sustainability". Initially, FDM utilized reach consensus among experts concerning chains. By incorporating inherent uncertainty vagueness expert judgments, refines list reflect real-life conditions constraints operations. Finally, fuzzy DEMATEL approach was used analyze interrelationships factors, identifying cause-and-effect behavior ranking them, forming theoretical framework. The concludes with development comprehensive facilitates strategic planning operational assessment organization integration methods offers multiple perspectives decision-making helps stakeholders identify critical areas improvement. Based acquired results, attached Quality (P1) aspect proposed framework have gained significant importance main cause relationship which impacts helpful improve organizations all phases management. prompt (D1), accuracy (D2) are more significant, while capacity building training (D19) compliance (D15) least SHRL scenarios. expected enhancing their capabilities, thereby improving efficiency aid disaster-stricken areas.

The was internet-based distributed to both INGOs LNGOs employees NES Through multi-stage approach utilizing volunteer convenience sampling techniques, which achieved 101 responses. Descriptive inferential analyses were conducted, including reliability tests, mean comparisons, Mann-Whitney U test used for hypothesis testing. Results indicate significant differences between LNGOs, with no holding pooling Which reflected exhibit top-down knowledge building, emphasizing learning from managers experts. Conversely, favor more grassroots approach, highlighting innovation improvement at individual level. suggests future research should explore practical implications of NGOs enhance organizational performance mission fulfillment.
