This study aims to analyze the optimization of increasing PAD North Lampung Regency Government which is one regencies in Province has a lot potential resources be developed and managed optimally. Optimizing regional own-source revenue (PAD) an effort improve performance local government administration as stated vision mission then implemented through planning document programs activities (RPJPD, RPJMD RKPD). research qualitative with data collection methods using descriptive methods. Data sources were obtained interviews, observations documents. After collected was analyzed again, analysis techniques used, namely SWOT method used for reduction, presentation verification. conducted several SKPD that have produce not been maximized so far. The results show strategic environment related management produced ordinate values x= -0.03 y = 0.55 indicates this are quadrant III, position weak internally but still chance developed. suggested strategy top priority efforts optimize Weaknes-Opportunities Strategy.

This article introduces new for increasing based on theory (KCT). research aims define elements support Creation Community Resilience (KCCR) and gain consensus from experts these factors. study was conducted using semi-structured interviews with five panellists three rounds of Delphi technique determine assessment 26 factors (including six additional factors) have been identified by (30, 18 11 I, II III, sequentially).
