Purpose A vaccination strategy to cover the susceptible population is key containing spread of any virus during a healthcare emergency. This study quantifies susceptibility region based on initial infection rates prioritize optimal vaccine distribution strategies. The authors propose metric, regional vulnerability index (RVI), that identifies degree susceptibility/vulnerability infections for strategically locating hubs storage and distribution. Design/methodology/approach two-phase methodology used address this problem. Phase 1 uses modified Susceptible-Infected-Recovered (SIR) model, ModSIR, estimate RVI. 2 leverages model P-Center problem, prioritizing vulnerable regions through Mixed Integer Quadratically Constrained Programming along with three variations incorporate Findings Results indicate weighting scheme population-to-RVI ratio fosters fair equitable coverage regions. Comparisons public outlined by Government India reveal similar zonal segregations. Additionally, network generated our outperforms actual network, corroborated metrics such as centrality, weighted centrality closeness centrality. Originality/value research presents novel approach pandemics applying epidemiological predictions an integer-programming framework, optimizing COVID-19 allocation historical data. highlights importance strategic planning in health response effectively manage resources emergencies.
