Based on the panel data of 280 cities in China from 2011 to 2019, this paper examines effects big policies digital economy development by using national comprehensive pilot zones as a quasi-natural experiment. The findings are follows. First, policy significantly promotes China's development. Second, at higher administrative level receive benefits than lower level. Third, technological innovation and human capital important ways for improve economy. conclusions not only help assess effectiveness ensure efficacy implementation, but also provide support local governments fully explore value elements grasp new opportunities with zones.
