Fuzzy semantics have a wide range of applications in life, and especially when expressing people’s evaluation information, it is more specific. As people increasingly prefer to express their personal opinions through media platforms, the general public become an indispensable reference. However, information asymmetry can significant impact on rationality decision-making. Based above considerations, this paper extends bidirectional projection probabilistic linguistic term sets preserve completeness as much possible. The large-scale group decision-making problem under environment extended limited interval values, new method named IVBPRT-ELECTRE III algorithm (ELECTRE based regret theory interval-valued set) proposed. ELECTRE set (l-IVPLTS) by approach. Firstly, involves mining online text comment social about emergency considering effect number fans, determining attributes initial weights for judging strengths weaknesses management alternative using TF-IDF Word2vec technology, entropy value adjust weight attributes, not only real public, but also combining with views experts, making selection scientific reasonable. Secondly, fills gap l-IVPLTS environment; then, determine objective combines differences individual expertise experts obtain comprehensive uses rank alternatives. Finally, feasibility validity provided verified Yanjiao explosion incident case.

VIKOR uses the idea of overall utility maximization and individual regret minimization to afford a compromise result for multi-attribute decision-making problems with conflicting attributes. Many researchers have proposed corresponding improvements expansions make it more suitable sorting optimization in their respective research fields. However, these extensions only rank alternatives without classifying them. For this purpose, text introduces three-way sequential decisions method combines design that can deal both ranking classification. By using final negative ideal solution (NIS) positive (PIS) all alternatives, value group each alternative were calculated. Different models obtained by four different combinations value. In process, characteristics are introduced, subjective preference decision makers is considered regret, utility, index values. classification divided into domains decisions, risk direct acceptance or rejection avoided putting uncertain boundary region delay decision. The through sorted according collation rules same domain, results domains. Finally, effectiveness correctness verified project investment example, compared evaluated. experimental show has significant correlation other methods, ad effective feasible, simpler dealing some problems. Errors caused misclassification reduced decisions.
