Eco-efficiency serves as a crucial tool in evaluating and advancing the level of regional sustainable development. This study introduces an urban eco-efficiency (UEE) framework that is deserving widespread application. Certain nations have opted for stimulus-based regulations to curtail emissions, build a liveable, environmentally friendly setting, and work towards aspirational mitigation targets. New Zealand (NZ) prefers an Emission Trading Scheme (ETS) taxation, mitigating emissions on one hand while retaining incentives economic growth the other. As result, NZ has initiated legal framework since 2008 allow its sectors engage in ETS minimize emissions. Yet, selecting appropriate effectively adjusting sector-specific remain critical complex challenges global design of both excessive insufficient intervention can lead inefficiencies system's functioning. Therefore, this study begins validating ETS's abatement potential regarding sectoral carbon intensity by executing double machine learning techniques, consolidating efficacy that robustly mitigated during 2006–2020. This paper investigates the spatial correlation between decentralization, local green economic efficiency using panel data from 285 cities in China. The findings reveal several key insights.
